With the shift to Individual Training Accounts and during times of lower unemployment, employer-training subsidies became less needed, and some state and local workforce systems abandoned OJT. These workforce systems are now re-emphasizing and reinvigorating the OJT option to supplement classroom-training options. Systems are now positioning to respond to the rapidly emerging demand for “earn and learn” training strategies as a key component of job creation in a recession and as a route to recovery. There are other reasons that OJT is back:
